Interdisciplinary approach combining theory and practice of European tenders, with the aim of training tender specialists and giving students the tools to be able to work in the field of European tendering. This module is organised by IHECS Academy in the frame of the Executive Master European Public Affairs and Communication in partnership with a communication agency in Brussels VO-Europe. The module consists of 4 parts:

I/ Theoretical context: 10 hours devoted to the history and paradigmatic framing of European public procurement, to understand the single market and the rules of transparency and competition, up to the legal and regulatory framework of public procurement and their innovative dimension with Dr. Virginie Vaningelgom, Senior Research Associate UCLouvain and Sciences Po Paris.

II/ A practical part : 18 hours of workshop devoted to the practical exercise of tendering strategies for a communication agency responding to European calls for tender: go/no go strategy, forming a consortium, simulation of responding to a call for tender with Dr. Gaëlle Pellon Boost, Head of EU Strategy and Business Development at VO-Europe Communication Agency

III/ A simulation Hackathon (Tendathon) on site at VO- Europe. Students receive a request for clarification for their call for tender from the Commission, they have 12 hours to make changes and come back with a proposal and imagine their pitch together (they must pitch their creative idea before a jury). At the end of the hackathon they present their response to the clarification to a jury which evaluates according to predefined criteria.

What is a Jean Monnet Module?

Jean Monnet modules are short teaching programmes or courses co-founded by the European Union in the field of European Union studies and offered at a higher education institution. Each Module has a minimum duration of 40 teaching hours per academic year for a duration of three years.
